The 11-page document contains specific allegations that senior bishops and cardinals have been aware of the allegations of sexual abuse against former-Cardinal Theodore McCarrick for more than a decade. Viganò also states states that, in either 2009 or 2010, Pope Benedict XVI imposed sanctions on McCarrick “similar to those now imposed upon him by Pope Francis” and that McCarrick was forbidden from travelling and speaking in public.
In his statement, Viganò says that these were communicated to McCarrick in a stormy meeting at the nunciature in Washington D.C. by then-nuncio Pietro Sambi. Viganò directly cites Lantheaume as having told him about the encounter, following his arrival in D.C to replace Sambi as nuncio in 2011.
“Monsignor Jean-François Lantheaume, then first Counsellor of the Nunciature in Washington and Chargé d’Affaires ad interim after the unexpected death of Nuncio Sambi in Baltimore, told me when I arrived in Washington -  and he is ready to testify to
it -  about a stormy conversation, lasting over an hour, that Nuncio Sambi had with Cardinal McCarrick whom he had summoned to the  Nunciature. Monsignor Lantheaume told me that ‘the Nuncio’s voice could be heard all the way out in the corridor.’”
CNA contacted Lantheaume and requested an interview with him to discuss the account attributed to him by Viganò. Lantheaume, who has now left the Vatican diplomatic corps and serves in priestly ministry in France, declined to give an interview, and said he had no intentions of speaking further on the matter.

“Viganò said the truth. That’s all,” he wrote to CNA.

In a previous post Mark Thomas posted some twitter posts from Father Matt Malone, S.J., President and Editor in Chief of America, the Jesuit magazine. Father Malone noted that after the "interdict" that Pope Benedict XVI imposed that:

Cardinal McCarrick did things that, according to Abp Vigano's testimony, he was forbidden to do by Pope Benedict: "celebrate [Mass] in public, participate in public meetings, give lectures, travel," etc.

What has to be considered here is that Cardinal McCarrick did not seem as one who gave much deference to the virtue of obedience.

The below is a case in point:

Cardinal Joseph Ratzinger sent a letter in early June 2004 to Cardinal McCarrick and Bishop Wilton Gregory, president of the U.S. Conference of Catholic Bishops, concerning how to deal with Democratic presidential candidate Sen. John Kerry, a Catholic whose positions on several issues, including abortion, contradict church teachings.

Cardinal McCarrick’s speech during the meeting from June 14 to 19 paraphrased the Ratzinger letter to say that the Vatican had left the issue of Communion in the hands of the U.S. bishops. This was an outright misrepresentation of then Cardinal Ratzinger's letter.

The full text, which was published in the Italian newspaper L’Expresso, contains much stronger language by Cardinal Ratzinger than Cardinal McCarrick used at a meeting of the country’s Catholic bishops near Denver.

In it Cardinal Ratzinger stated: The minister of Holy Communion must refuse to distribute it [Communion]" when warning and counsel given to the manifest sinner "have not had their effect."

While there is an has been a difference of opinion regarding distribution of Holy Communion to pro-abortion politicians, the pertinent issue here is Cardinal McCarrick's actions concerning the letter sent to him by Cardinal Ratzinger.

Everywhere I read about what a "trying time" this is for Catholics.

Not for me. I find this a time of great rejoicing. This is an answer to prayer.

For years, I and like-minded Catholics have prayed that the homosexualized fake Church of Vatican II would be recognized and exposed for what it is. The subversive Church-within-the Church is about to face the glaring light of day and the scum who have tried to destroy the Church from within are going to answer for their perfidy.

Halleluia! It is a happy day! The wolves in sheep's clothing are about to be shown the door.
