Though not fair to broad-brush all, the following, to me, is why in the long-run not much will change. All the "experts", enhanced policies, procedures and review boards will only serve to be reactionary as "problems" arise:
"Quite simply, those entrusted to fix what is broken are broken themselves and are camouflaging their real motives in the fuzzy vocabulary of therapy and pastoral sensitivity."
The Roman Church needs to come to terms with what it wants the priesthood to be: a moral example or, a moral compromise. It cannot be both.

Yes but if they comprose they get to have selfies with celebrities! How can you expect them to give that up?
