Gibberd's design for Liverpool Metropolitan Cathedral was approved in 1958, four years before Vatican II. Lutyens's original plan had proceeded no further than the crypt and its completion was deemed to have been too expensive.
Despite derogatory comments about 'Paddy's wigwam' and the 'Mersey funnel' (a pun on 'tunnel') it does work, particularly in daytime when natural light streams in through the stained glass. Unfortunately doing things on the cheap can have drawbacks; the structure developed 'concrete cancer' and needed extensive repairs, resulting in the archdiocese suing the architect and contractors.
The rite of dedication is in the Roman Pontifical, not the Missal, and would have been the simplified rite of 1961, but with most of it in the vernacular. The rite was further revised in 1977.

I suppose it works but, the exterior particularly, is just so dated looking and the spiked crown honestly looks like cell phone antenas when not zoomed in.
The interior isn't bad, I suppose, however, it's not a style that resonates in an endearing way with me. I'm glad I don't live anywhere near it or like-type "Maytag Agitator" equivalents. Disturbingly odd brutalist structures that are invariably filthy/stained and depressingly dark inside follow closely behind.
