The Province of Alessandria where Tortona is located has a declining Covid rate, although that area has had one of the top ten Covid rates through the pandemic.
Although the population is a bit under 30,000, they are smack dab in the middle of a triangle formed by Genoa, Milan, and Turin, all three of which have, probably because of their population density, much, much higher rates.
