What does it mean?
It likely means either
A). Our pope had an illumination of conscience this week
OR
B). We are being set up for another traumatic move by the Pontificate of Division and Destruction
If I was a betting man, I'd put my money on "B".

Let us hope that the Pope is listening to saner voices who have let him know that TC is a bomb and has had the opposite affect. The more I read Dr. Kwasniewski's book, the more I believe that the whole liturgical reform was invalid and violated every ecclesiastical law and principle. It also underscores the weakness, intellectually and spiritually, of the hierarchy to have allowed this travesty to move forward which far exceeded anything called for in Sacrosanctum Concilium. Other than a notable few, there was very little pushback. I place a lot of blame on the American Cardinals who could have done something. After all, the US Church by this time was the Vatican's greatest source of Rome's revenues. Yet Spellman and McIntrye, the two heavy hitters, said nothing.
The fact that it is puzzling is an insult. It would appear that this form of Mass is acceptable under some obscure rule that is not shared with us. So if we ask permission we may or may not, according to whim, be granted permission for reasons we cannot anticipate. On the other hand this may have accidentally revealed another secret concerning the agreement between the Vatican and the PRC. Maybe the Central Committee is running the Congregation for Devine Worship.
