WHEN O WHEN WILL THE USA GET PERMISSION TO USE BLUE VESTMENTS FOR MARIAN FEASTS IN EITHER THE OF OR EF MASSES?
This was an EF Mass for the Immaculate Conception in Belgium. Many European and South American countries have permission for blue Marian vestments.

Seriously! Is that a legitimate question. For the last 50 years the Church has endured MASSIVE liturgical abuse on a scale never before seen. In case you haven’t got the memo it’s do whatever the hell you want. Wear blue if you want. The hell with Tradition and obedience. Didn’t Francis say cause a mess, and he HATES rules. Do what you want.

I can't imagine what would be wrong with blue on a Marian feast, or even during Advent? Sometimes blue is worn in Anglicanism during Advent, although the purpose escapes me.
Just over ten years ago the then (Anglican) Bishop of Gloucester invited the Association for Latin Liturgy and Schola Gregoriana of Cambridge to celebrate Solemn Mass and Vespers in the medieval cathedral, once a Benedictine monastery. It was the feast of the Visitation and blue vestments were used (I believe that some of them belonged to the cathedral).
Some Anglicans use blue for Advent because it is less penitential than Lent, and at one time it was thought to be a Sarum colour, a myth propounded by a famous firm of vestment makers in order to drum up trade.
