I'm no theologian, but the figure of Christ on the new ferula seems to be trying to have things both ways, with the bottom half in traditional crucifixion pose but the arms raised, hands unnailed, in resurrexit pose. Maybe this is something to do with Johannine realised eschatology? I wonder if the Pope specifically requested this look, or whether the donors did.
Pope Francis used a resurrexit ferula for his first all souls' day mass, but that was its only outing (it was a strange combination of wood and metal, which gave it a weirdly pagan look). I read somewhere that for the recent eco-mass in the gardens of Castel Gandolfo, Diego Ravelli offered the Pope a choice between that resurrexit ferula and the Scorzelli one, so maybe Ravelli was behind the new design.
I think the main reason that Pope Leo doesn't use Pope Benedict's ferula is its height and maybe weight: it must be more awkward to handle during processions than the taller and thinner Scorzelli model.
