There are so many examples of bishops and priests disobeying Vatican II in the worst or the worst kinds of liturgical abuse.
Should this priest be automatically excommunicated and his bishops too? Or is suspension for both the best option and a public repentance and promise never to do it again before reinstatement?

Priests like this fruitcake should be given a 24 hour warning to clean up his act or get suspended.
Vatican II called for the retention of Latin "particularly for the people's responses". The whole hierarchy was disobedient on that point (among others).
The liturgical "reform" was an unmitigated disaster; we are living with its bitter fruits to this day. When you suffer from clericalism on steroids, you can never say you were mistaken or sorry. This should sober the hierarchy up. Just think of the money would be in the Church's coffers today if we had the same percentage of American Catholics attending Sunday Mass as we did in 1960. The number would be staggering.
Can one hope that this priest on Facebook cringes now he sees his performance ? But this video has been doing the rounds for ages; it is not new. It really does not serve well regurgitating old lunacies. When I am sure there are present lunacies that could be advertised. Remembering, that loonies tend to attract other loonies.
You're describing a large number of "men" who are bishops today.

He has had a number of accusations over the years which begs the question is there fire where there is smoke, or, why is he being persecuted with these kinds of accusations from the past—very peculiar. But he is innocent until proven guilty and the past allegations were deemed not credible. But he is 53 or 54 years a priest and now beyond the age of retirement. That he hasn’t been retired is peculiar too.
Asked to step aside? You're the Cardinal, remove him. But the greater threat to the Church in Chicago is Cupich and it is a mystery why Leo hasn't replaced him. It's been almost 2 1/2 years since Cupich turned 75.
FYI, Cupich shut down the Institute of Christ the King's Shrine because it would not violate its Constitutions and Charism. It cost dozens of African-Americans in that neighborhood jobs for restoring the Shrine. Even the Alderman protested to Cupich to no avail.
Now why would you want to suppress this vibrant TLM Parish? Jealousy because your product isn't selling so you want revenge? I think there are bishops who would.

Indeed, why should there be any restrictions on the form of the Mass that was used in the Roman Rite for 1500+ years? It is time for this question to be addressed.
Archbishop Aguer of Argentina wrote this very powerful statement in support of the TLM even though he has never personally celebrated it.
