Certainly, Pope Leo must know that allowing the TLM in St. Peter’s brings TLM communities a great deal of hope that Pope Leo’s attitude and openness to this Mass be celebrated there, that he will ask bishops, including Cardinal Roche, to bend down and serve TLM communities rather than lord it over them and command that they leave their rigid psychology behind as well as the Mass that was given to them in the most humble and serving way possible by Pope Benedict XVI!
Time will tell, but I can’t believe Pope Leo doesn’t understand what His Holiness has wrought in terms of joy among normal, working and belieiving TLM communities. Pope Leo, we pray, will live what he preaches, that the Church should stoop down in a humble way to serve Catholics wanting to worship as the Church has worshipped for 1,700 years or more. The Church, clergy and laity, must be of humble service not commanding and controlling others.

Liturgy wars a long time brewing
The latest rounds in the liturgy wars date back to the Second Vatican Council, the 1960s meetings that modernized the church. Among the reforms was the celebration of the Mass in the vernacular, rather than Latin.
In the decades that followed, the old Latin Mass was still available but not widespread. In 2007, Pope Benedict XVI relaxed restrictions on celebrating it as part of his overall outreach to traditionalists still attached to the old rite.
In one of the most controversial acts of his pontificate, Francis in 2021 reversed Benedict’s 2007 reform and reinstated restrictions on celebrating the old Mass. Francis said its spread had become a source of division in the church and been exploited by Catholics opposed to Vatican II.
Rather than heal the divisions, though, Francis’ crackdown seemed to further drive a wedge.
“We are orphans,” said Christian Marquant, a French organizer of Saturday’s pilgrimage.
Leo’s election and vows to bring peace and healing
Leo, history’s first American pope, was elected with a broad consensus among cardinals and has said his aim is unity and reconciliation in the church. Many conservatives and traditionalists urged him to heal the liturgical divisions that spread over the Latin Mass, especially.
After Leo’s election, Marquant wrote Leo a letter on behalf of some 70 traditionalist groups asking, among other things, for permission to celebrate a Mass according to the ancient rite in St. Peter’s during the traditionalists’ annual pilgrimage to Rome.

This is a sign of nothing. The only thing the permission given to Cardinal Burke to offer the Traditional Mass signifies is that this pope has more finesse and a greater sense of public perceptions than the last pope. All he's done is throw Traditionalists a big, empty, meaningless PR bone. If you think he's going to loosen the shackles on the Mass that is our rightful patrimony, think again. We're far more likely to see Fr. James Martin elevated to the College of Cardinals. As always, I hope and pray that I am wrong. But I doubt it.
Pope Leo may be giving a free hand to a policy of decentralized suppression of the Latin Mass to allow it to die a natural death by neglect. The Traditional Catholics are, as a group, faithful to the Church. So they are unlikely to leave which is the desire of the Vatican II devotees. So this situation will continue until one or the other dies out or is cast out by the strong man, which for the foreseeable future is the progressives.

The bottom line is, if Pope Prevost was serious about liberalizing our rightful access to the TLM (in short, ending the inexcusable tyrrany that contains it), he would not be appointing the horrendous, lavender-poof bishops who keep putting more ridiculous restraints on the Mass. Little, if anything is likely to change just because of Cardinal Burke's one-off dog-and-pony show (no disrespect meant toward the liturgy itself).
I have encountered "traditionalists" via blogs, as well as X, who have downplayed the significance of the TLM that Cardinal Burke had offered at Saint Peter's Basilica.
It is of monumental importance whenever the Sacred Mysteries are celebrated. But I agree with folks who have not viewed Cardinal Burke's offering of the TLM as an earth-shaking event.
Pope Francis (requiescat in pace) had issued Traditionis Custodes in 2021 A.D. Nevertheless, as the Associated Press article had noted, Pope Francis, later that year, had authorized the TLM celebration at Saint Peter's Basilica — in line with the Summorum Pontificum Pilgrimage Ad petri sedem.
In 2022 A.D., Una Voce reported:
"The Summorum Pontificum Pilgrimage 'ad Petri Sedem' (to the seat of Peter) took place as usual this year, and with the personal permission of Pope Francis..."
The AP article reported that Christian Marquant, a French organizer of the pilgrimage, had noted that in the years 2023 A.D., as well as 2024 A.D., traditionalists couldn't find anyone willing to approach Francis to ask permission. Therefore, the TLM was not celebrated.

Again, even with Traditionis Custodes in place, Pope Francis had approved "traditional" Masses that Summorum Pontificum Pilgrimage 'ad Petri Sedem' had requested.
In addition, Pope Francis had enjoyed good relations with such groups as the FSSP, ICK, as well as SSPX. Leaders, for example, from the FSSP, as well as ICK, declared that Pope Francis had exhorted said groups to continue to offer the TLM.

There are an increasing number of bishops and cardinals who have spoken up in favor of broader celebration of the TLM, if not celebrating it publicly themselves, this year. I suppose any reason why they did not do the same between 2021 and April 21, 2025 would be inconceivable or insufficient for you.

Prior to April 21, 2025 A.D., there were Churchmen who, in public fashion, and without hesitation supported TLM communities. The Summorum Pontificum Pilgrimage 'ad Petri Sedem'.
During that time, there was a man in Rome who exhorted such entities as the FSSP, as well as ICK, to continue to offer the TLM. That man also treated the SPPX in peaceful fashion.
In addition, that man twice, following the promulgation of Traditionis Custodes, authorized the TLM's celebration in Saint Peter's Basilica for those attached to the Summorum Pontificum Pilgrimage 'ad Petri Sedem'.
