Abp. Cordileone aside (another "Lion"), wouldn't it be nice, given the challenges bishops and diocese face today, if such mandates were turned into a positive as follows? Note: The following, me "playing" the part of an average diocesan bishop, is not intended to an exhaustive proposal. I fully understand it's simplicity relative to resources of all kinds - this is merely for discussion purposes.
What inspires you about your Roman Catholic faith?
Might it be:
*The Traditional Latin Mass ("TLM") - "I will go to the altar of God?"
*The Novus Ordo ("NO") celebrated traditionally:
**Ad Orientem - Turn towards the Lord?
**Kneeling for Holy Communion - "Oh come, let us worship and bow down; let us kneel before the Lord, our Maker?"
**Christ-centered homiletics
**Chant (form a scola - start small, perhaps seasonal/outside of summer and build)?
**Choir, learning to play the organ/keyboard?
**6 "High" candles, beautiful vestments, chant?
**Charismatic Worship (Not what I care for - I think it's a liturgical and spiritual limiting; nonetheless, it is available to those where it resonates.)?
**Devotions/adoration?
**Enhancing your church by decorating, cleaning, washing and repairing linens/vestments and polishing fixtures as we try to "give it our best"?
**Learning a little Latin - the common parts - as a unifying language?
**Confession/reconciliation and the frequent reception thereof?
**Fasting, other forms of penance, and prayer?
**Etc.
In this diocese, we offer opportunities for all and where there is need, we will look to accommodate such needs as is practicable.
Take ownership for assisting your priests, get involved. Priests cannot possibly be everywhere at all times and be everything to everyone. More hands make lighter work. If, after the "new" wears off, and if something isn't working/sustainable, we'll work to try something else. Failure does not always mean lack of interest, a pivot might solve most challenges.
Regarding the TLM, my preference would be integration into a parish community - the option available to all utilizing existing resources. Additionally, fruits are most easily borne when a routine is established up to and including fulfilling one's Sunday obligation. However, at at times such as the Triduum, compromise might be needed and how that best can be achieved is a point of discussion and consideration we are pleased to make available. Note: The diocese will make available resources for training and support to ensure the experience adheres to expected norms.
Regarding the Novus Ordo, we are called to celebrate our most sacred prayer in a dignified and spiritual way while putting into the hands of boys and young men that which will become their tools if called to major orders (e.g. ordination). Celebration of the NO should not be markedly different from the TLM. The former is in continuity with the latter, and that should be evident in our execution.
Life of a Catholic is countercultural. Nonetheless, modern, worldly cares encroach ever closer - a sign of the times that requires us to do all that we can to enhance our spirituality - our call to holiness - both as parish communities and when we re-enter secular society. Holy Mass, and all that pours forth from it, should serve as a rock upon which believers can lean through all facets of life. Explore, learn, and find what enhances your spirituality and relationship with God! With the aforementioned in mind, we are therefore resolute to do all that we can to revive and enhance our beliefs.
With joy and excitement, we hope you will choose to become involved, participate and, together we can strive for holiness and salvation helping each other along the way!
I, personally, would prefer that missal stand. I see much better when print is closer. When at the kliros (cantor's stand), we have additional music stands, I have my books/materials fairly high/close.
Regarding the masthead, I believe customarily the pectoral cross was worn under the chasuble. As an Easterner, I do like how the then Cardinal's looks over his chasuble.

Money quote to me, The canonisation of Paul VI happened for one reason only, and that was to send a message to the faithful that if they think Vatican II was a disaster then, well, tough luck, because “there’s no going back.”
From my vantage point, the aforementioned was an abuse and the abuse was permitted for the reason noted - the reason that has bothered me since this was done.
At the end of the day, people say nice things about the deceased, absolution was provided which is desirable, but, as no one has personally witnessed the Fearsome Judgement Seat of the Lord in action, we simply don't know. Pray for his blessed repose inclusive of purification that aside from Mother Mary, all mortals will endure.

There was no real justification for canonizing Paul VI who ushered in a disastrous period for the Church and the Latin Rite. I suspect ByzRus might be onto something regarding the rationale.
It is even more difficult to perceive a 'cult' attached to Paul VI - apart from the ghastly 'audience' Hall.
Popes Blessed John Paul I, Saint John Paul II, as well Benedict XVI, played key roles in having called attention to Pope Saint Paul VI's holiness. That, in turn, culminated in Pope Francis, inspired by the Holy Ghost, having recognized Pope Paul VI as a Saint.

Not surprisingly, New Catholic (Rorate Caeli), who has long spoken in vile fashion against Pope Saint Paul VI, responded with:

New Catholic's (Rorate Caeli) nastiness received pushback.

What do such prominent TLM folks as New Catholic (Rorate Caeli) hope to gain via their endless verbal assaults against holy Vatican II Era Popes...against the Council...against the Holy Mass of Pope Saint Paul VI?
Do such "traditionalists" as New Catholic (Rorate Caeli) not understand the immense harm — the horrific image — that they have have inflicted upon those who worship via the TLM?
