I thought it was a joke by ultra-traditionalists to shame the bishop or embarrass him. No bishop in his right mind would create a document like that other than someone with freaky control issues.
Well, evidently it is true, but the bishop is relenting for the time being! Pray that the bishop’s control issues are properly addressed and pray for the Diocese of Charlotte.

Personally, I thought someone had tried to pull a fast one to discredit Rorate Caeli or their sources.
I can't remember who it was, but someone recently pointed out that bishops appointed from religious orders seem to have control issues because they expect the obedience found in religious orders to greet their every decree and whim--but that's not how secular priests, let alone laity, respond to such ridiculous micro-management. I don't know how much there is to that theory, not being on "the inside" of either a religious order or diocese, but it is thought-provoking.

What is odd about this Bishop I read where when he was the Chaplain at Duke University, he enforced the liturgical rules and even celebrated the Novus Ordo frequently in Latin. Something is not adding up here.
Isn't it a bishop's job to oversee and mandate the liturgical practice in his diocese?
This is so bad. I'm not going to rattle of a litany, Fr. Z and you, Fr. AJM have done more than enough to educate in that regard.
He's stamping out the "dynamism" he so glowingly spoke of earlier in the doc.
I saw another missive of the same ordinary prohibiting genuflecting before reception for reasons of "safety". WHY is it that whenever this type of mindset doesn't like something, all of a sudden they become fixated on safety? It's almost laughable.
As an Easterner, this is a protestant missive that imposes low church practices while simultaneously discouraging actions that might help the faithful work towards theosis.
This is a shame. I hope his diocese survives him.
This reads like someone who has little fondness for sacred liturgy. Why would you basically eliminate the Ceremony Crew - the kids with torches and thurible? Isn't putting these things in the hands of boys and young men their first taste of the sacred priesthood, spark a calling?
Whatever he was, he's become an enforcer of something not even his beloved Council called for. The GIRM be damned, the RC Missal presupposes turning to face the people. The GIRM should be delivered to the nearest men's room for purposes of recycling.

Even my liberal Catholic friends with no interest in Latin believe this approach is divisive and a huge mistake. If the Novus Ordo was a good product and filling the pews, they would not have to worry about the TLM. But it's not and anyone who suggests that it has been successful is delusional, unless emptying churches is your goal.
This draft instruction is exactly the type of intolerance and rejection of the full Novus Ordo Mass that has caused the divisions in the Church today. How can a bishop expect those attached to the TLM to accept the new Mass when he himself does not?
What is he saying that is inconsistent with Church law?
The bishop knows that Traditiones Custodes is ultra vires and a bunch of BS, .As Pope Benedict said: what was once sacred remains sacred and cannot be forbidden. And this nonsense about a "uniform" Rite is more BS. The Novus Ordo can be celebrated in dozens of different ways, we also have a myriad of Latin Rite uses, e.g. Dominican, etc. And let's not forget the various Eastern Rites. Make no mistake, bishops like this, are prevaricators and control freaks and are angry that "Brand X" aka the Novus Ordo is a bust.
Read Mediator Dei, Sacrosanctum Concilium, Summorum Pontificum, and a myriad of other decrees. He has no authority other than one perverted document he is relying upon, Traditiones Custudes, which is a Canon Law and Liturgicał Tradition abomination. Pope Francis was clueless on those subjects

Setting aside whether a bishop can rightfully prohibit the use of legitimate options in the GIRM, such as using both water and wine at the ablutions, or rightfully so strictly regulate how a priest may or may not prepare for Mass—as I’m not competent to answer these questions.
Bishop Martin does away with specific directives of Vatican II, apparently on the basis that a significant portion of his flock is simply too dense to understand things like what “Agnus Dei, qui tollit peccati mundi, miserere nobis” mean.
Bishop Martin also contravenes a CDW directive from 2001 prohibiting bishops from requiring pastors to employ female altar servers.
It is also debatable whether the Bishop can make the decision not to employ EMHCs sinful—er, an “affront” to the Church.

TJM, he's honestly made a fool of himself and with all the leaks, clearly lacks the support of his priests and has earned the distain of some of his flock (apparently, NO'ers too). On the plus side, there appears to be integration between TLM/NO and it's a healthy relationship. That said, "leaders" like this usually need to be replaced as his men (and women) might not follow him into battle. He's created needless churn and a predicament for Rome as, he's become a "star" in the internet ether for all the wrong reasons!

When Francis reposed, and I guess out of anger/frustration, if I was "pope for a day" I was going to scorched earth, a lot - this sort of nonsense among those things. As much as I would like to do that, the current environment will likely result in destruction, not construction/being constructive. Band-aiding the lengthy docket is going to take time. Unfortunately, bad decision making and really, really, like uber bad timing on the part of this ordinary could back the pope into a corner ending the honeymoon. If it was me in the chair, annoyed/frustrated would be an understatement like "did you think, or ask, before doing?"

Officials should phone the good bishop expressing their shock, dismay and empathy having heard how "sick" he's become. Then, and as he's "sick", he resigns to focus on his "health." A mass of Thanksgiving is offered, followed by dinner and the requisite plaque presentation ending with appropriate well wishes. Don't forget bagels, donuts and coffee for the staff.
Imagine just how ridiculous it would be summoning serial vesting prayer offender "Fr. Innocente Placidos" to AGAIN appear before a disciplinary tribunal defending against charges of "praying"?
