If he didn't mean prescription drug and opoid addiction, nor the phase difference of arrival localization method, and instead mean public displays of affection, affectionate hand holding, arm linking, arms interlinked or about waists, or light kiss are not problematical...
however, passionate sex with clothes on foreplay leading to consumation now or later is exactly that, and is quite the problem, especially outside wedlock, but a scandal in either case.
