I AM NOT SURE WHAT KIND OF CHURCH THIS IS IN ITALY—CAN ANYONE TELL ME?

 You can see the Facebook video HERE. Can anyone tell me if this is one of the fruits of Pope Francis papacy and influence or is it a schismatic cult in Italy? I just don’t know what to make of it.

It's an ecumenical community based in Padua. I briefly visited the sanctuary of Saint Leopold Mandic a few years back: it's not far from the basilica of St Anthony.

There is something disconcerting about the appearance of the priest in the video, although less so when you hear his deep booming voice!

Is the parish in union with the local bishop and the pope? Is this a Catholic priest? It appears the priest is female or a man “transitioning “ to a female appearance. If he is a Catholic priest doing so, it seems to me there should be an intervention by the local bishop. If he is purposely making himself feminine looking, that’s a public scandal.

Yes, he's in good standing, and is incardinated in the diocese of Castellaneta:

His name is Michele Quaranta, and he's priest of a church dedicated to Saint Leopold Mandic that's just been consecrated in Massafra. The hairstyle and glasses really are very feminine, but I doubt he's transitioning: he just needs a haircut and a few trips to the gym. Here's a video of him with his bishop:
