The article on the Zaire Rite is in today’s Vatican News web posting. It shows how this Rite differs quite dramatically in its order and style from the “sole expression of the Lex Orandi” of the Church as Pope Francis seemly infallibly declared the 2011 edition of the Roman Missal to be. Was he wrong in His Holiness’s infallible declaration?

Given the mocking nature of the image, I find it difficult to believe that a Catholic would have drawn the image in question.

I didn't sense the image to have been in question. Context made clear the reference.
And Benedict would not have had those shoes as we all know.
I do believe that the image is supposed to be that of Pope Benedict XVI. Furthermore, I believe that the pants are representative of the uniform of Hitler's Youth and is meant to discredit the late Pontiff.
