I don’t know, but he was outside a lot with the kids and it is hot there. I think it is his own discretion. In my diocesan in pre Vatican II times, the teaching sisters changed from black habits to white, usually only during the time of the schools’ summer vacation, not for the classroom.
Thanks Father McDonald! The order of nuns who taught me wore black habits in the classroom but the nursing members wore the identical habit but in white in their hospitals and foreign missions.

Is it customary for a bishop to wear a white soutane in that part of Italy? Generally I have only seen them in tropical locations.
