It appears that he is wearing a white shirt with cuffs, a cassock and a lace-trimmed episcopal alb. I don't think any of these could be discarded. No pontifical dalmatic, but at least he doesn't wear the pectoral cross over the chasuble.
It does show that modern vestments don't have to be minimalist.
The altar does seem very low: it must have originally been a few inches higher, on the step at the back of the sanctuary, before the modern slate reredos was added:

It may be an optical illusion, but the altar appears as very low or Bishop Marini very tall!
I've seen these lace-trimmed/lined albs before. Seems to be more specific to the Italians. As for short/tall, probably an illusion due to perspective.
