I doubt that Msgr Marini will be making any liturgical reforms at Tortona any time soon. My take on the situation is that he’s probably spent the last ten years listening to people saying that he’d make a great bishop if only he was more pastorally oriented, so now that he’s finally been given a diocese he’ll probably want to emphasize the pastoral side over all else. When celebrating mass at Genoa cathedral last week, he was vociferous in thanking the MC while apologising for his own “weakness” for liturgy, which seemed a very revealing statement to me.
His predecessor at Tortona was exceptionally popular and developed quite a personality cult. It’ll take quite a while for Don Guido to feel fully accepted in his place, and maybe then he’ll start changing the altar arrangements and so on (although he must already be celebrating ad orientem in the episcopal chapel, as the altar was never wreckovated there).
James or maybe he is well aware of the realities of the current regime in Rome:

Finally, these Responsa are an obvious denial of what Pope Francis said to the French bishops during their ad limina visits last fall: he wanted to reassure them and invited them to continue as before where things were going well—which, in France, would be the vast majority of dioceses."
At least Bishop Marini is vested nicely and has not taken on the slob attire of many bishops
