There is nothing new here, except Pope Francis reintroduces the concept of doctrinal evolution, or mobilism meaning unending changes in doctrine through persistent questioning raising doubts about previously settled issues, and also through changing pastoral practice while the doctrinal definitions remain intact. (Romano Amerio in his book IOTA UNUM in Chapter XVII discusses mobilism and explores the meaning of it in great detail).
At V-2 Council the concept was introduced regarding marriage by Patriach Maximos IV in addressing the question of divorce, i.e., the Churche's unjust resistance to it even when one partner finds it humanly unbearable to live with his/her spouse. There is talk about doctrine remaining unchangeable but modified through changeable pastoral practices. Just what we see in AL.
