My understanding is that the Pope mandated that the Liturgy of the Word be celebrated Versus Populum but the Liturgy of the Eucharist be celebrated Ad Orientem, a compromise, but sensible result. He should mandate this for the Latin Rite even if it upsets "Father Bob" and "Susan from the Parish Council."
Francis - or whoever wrote this for him...he is not just physically ailing.
