While I'm not convinced what he is doing is right (in fact, my gut feeling is that this won't work), nevertheless this is the prescription of VCII and he is the pope, so I think we should give him the benefit of the doubt. He tried in vain to return Latin to the Mass by 1973 with his publication of Jubilatio Deo which was completely ignored and in 1976 His Holiness issued a statement as to why women could not be ordained priests which was thoroughly ridiculed by academics in the seminary and elsewhere and did not stop the push for it until Pope St. John Paul II declared infallibly that only men could be ordained.
