With an ambiguous conclusion to the external forum that does not approve or disapprove the annulment, then the internal forum can be a last resort."<br /><br />Since marriages are presumptively sacramental, there is no such thing as an ambiguous conclusion to the annulment procedure. A finding of a lack of witnesses is not an ambiguous conclusion -- it is a positive judgment that the marriage is sacramental because of the operation of the presumption. <br /><br />So since it is impossible for there to be an ambiguous conclusion to the external forum's process, the internal forum can never come into operation.<br /><br />Of course, now that Francis has seen fit to undo the presumption in favor of sacramental validity, things are a bit different.<br /><br />It's almost like the pope has some plan in mind that he has worked out so that all these disparate changes that he is promoting fit together to lead to wholesale change. But, surely, Francis wouldn't have anything like that in mind...
